MOLEG establishes the multilateral consulative body and hosts a symposium for development of Asia’s laws and systems


- Hosting establishment ceremony for the Council of Asian Legislative Institutions (CALI) and the 13th Asian Legislative Experts Symposium (ALES) -



The Ministry of Government Legislation (Minister Cho Won-cheol) held the 13th Asian Legislative Experts Symposium (ALES) on Friday, November 7, as part of ongoing efforts to promote legislative exchange and cooperation for the shared development of Asian legal systems.

 

Prior to the symposium, MOLEG hosted the Establishment Ceremony of the Council of Asian Legislative Institutions (CALI), officially declaring the launch of the new multilateral consultative body in partnership with the legislative institutions of Mongolia, Thailand, and Uzbekistan. During the ceremony, the participating countries signed a Memorandum of Understanding (MOU) on the establishment of CALI.

 

This council aims to serve as a multilateral platform for continuous cooperation among Asian countries in response to common challenges of our time including artificial intelligence, digital transformation, and climate change. Through this council, member institutions will promote joint legislative research and knowledge exchange. The research findings and institutional improvements will be made available to the public through the ALES starting in 2026.

 

Although not yet formal members of CALI, legislative institutions from Cambodia and Vietnam which share the vision behind CALI and are positively considering joining the council after 2026 also attended the ceremony to express their support. As the Secretariat of CALI, MOLEG will endeavor to gradually expand the membership of the consultative body and to achieve tangible results.

 

Following the Establishment ceremony, the ALES was held under the theme of “Preparing Digital Economy Legislation in the Age of AI: Global Trends and Future Directions.”

 

Government officials and experts from across Asia - including China, Japan, Malaysia, Thailand, and Mongolia attended the symposium to give a presentation and have a discussion on the current status and future direction of digital economy legislation. Specifically, presentations were delivered by associate professor Satoshi Narihara of Kyushu University School of Law on “Japan’s legislative development toward a digital society” and by senior lecturer Cheng Peng Sik of the University of Malaya School of Law on “Policies and legal frameworks and opportunities for Malaysia’s digital future.” Based on the presentations given today, participants shared information on the current status of legislation and key issues in Asian countries and discussed various measures to strengthen regional cooperation.

 

Minister Jo Won-Cheol said, “The establishment of CALI marks a significant step forward, providing a sustained framework for legislative cooperation across Asia beyond bilateral exchanges.” “MOLEG will strive to promote the development of Asia’s laws and systems and enhance legislative cooperation through CALI and ALES,” he added.
