Asian Forum of Legislative Information Affairs Jasmine Bacurnay Lee, South Korea’s first non-ethnic member of the National Assembly from the Seanuri Party from a multicultural family in Korea is to moderate one of the AFOLIA main sessions: "Legislative Exchange and Cooperation for Foreign Residents" (the main session, June 28, 14:00). 오는 6월에 개최되는 제2회 아시아법제포럼의 ‘외국인 교류·협력 법제 분과회의(주요 분과회의, 6. 28. 14:00)’에서 다문화 가정 출신 최초 국회의원인 이자스민 새누리당 국회의원이 사회를 맡는다. The agenda highlights include multicultural family policy, measures to legislate educational support policies for children of multicultural families, immigration control. Officials from the Ministry of Justice and Ministry of Gender Equality and Family and students from Woosong and Hannam Universities will be attending this session. ‘외국인 교류·협력 법제 분과회의’에서는 다문화가족 정책과 아시아법제교류의 중요성, 다문화가정 자녀에 대한 교육지원정책의 법제화 방안, 다문화가정의 출입국 관리 등에 대해서 논의할 예정이고, 법무부, 여성가족부, 우송대, 한남대 등이 참여한다.

	Ministry of Government Legislation introduced the Korean information disclosure laws to the Vietnamese delegation. The Vietnamese government sent a delegation to confer with the Korean government legislative agencies and collect information on the Korean information disclosure laws before they set out to legislate access to information act for institutionalizing Vietnamese people's right to access information. 베트남 정부가 베트남 국민의 정보접근권을 제도화하기 위한 정보접근에 관한 법을 제정하기에 앞서 발전된 우리나라의 정보공개법을 수집하기 위하여 대표단을 파견했다. The Ministry of Government Legislation introduced information disclosure legislation including the Act on the Management of Public Institutions, the Act on Special Cases concerning the Disclosure of Information by Education-Related Institutions. The Ministry also held a joint meeting with the Ministry of Public Administration and Security, the Ministry of Education, Science, and Technology, and the Ministry of Health and Welfare on 30 May. And each Ministry explained the Korean information disclosure system, educational information publication system, and provision system of food safety information respectively and further discussed them with the Vietnamese delegation. 법제처는 한국의 「공공기관의 정보공개에 관한 법률」, 「교육관련기관의 정보공개에 관한 법률」 등 정보공개법령을 제공하는 한편, 5월 30일에는 교육과학기술부ㆍ행정안전부ㆍ보건복지부와 함께 공동으로 회의를 개최하여 한국의 정보공개제도, 교육정보공시제도, 식품 등 안전정보 제공 제도를 설명하고 토론하는 자리를 가졌다. The Vietnamese delegation's visit to Korea is considered to be a successful example which concretely embodies the achievement of the project that the Ministry has been proactively pursuing since last year: facilitating legislative exchanges and cooperation across Asia. 이번 베트남 법무부의 한국 방문은 작년부터 법제처가 의욕적으로 추진하고 있는 아시아 국가와의 법제교류․협력의 성과가 구체적으로 가시화된 좋은 사례이다. The Vietnamese Ministry of Justice, motivated by the 1st Asian Forum of Legislative Information Affairs, concluded a MOU with the Ministry of Government Legislation in January this year, and has plans to conclude a MOU again at the 2nd Asian Forum of Legislative Information Affairs. 베트남 법무부는 제1회 아시아법제포럼을 계기로 금년 1월에 법제처에 MOU 체결을 요청한 바가 있으며, 이번 제2회 아시아법제포럼 개최 시에 MOU를 체결할 계획이다.

World Recent Legislative Affairs Trend(세계 각국의 최신 법제 동향) Ⅰ ▨ Libya: Islamic Banking Law Passed 리비아(이슬람은행거래법 통과) Libya has approved an Islamic banking law that will introduce sharia-compliant banking in the North African country, a member of the ruling National Transitional Council said. 리비아 과도국가위원회산하 법률위원회의 한 위원은 과도국가위원회가 「이슬람은행거래법」을 통과시켜, 샤리아규정을 토대로 한 은행거래가 리비아 내 은행부문에 도입될 것으로 보인다고 전했다. Libya has been working to amend its banking laws to attract foreign investment and stimulate its private sector following last year's revolution that ousted Muammar Gaddafi, the central bank governor, Al-Seddiq Omar has said. 앗 사디끄 아므르 리비아 중앙은행장은 일전에 리비아가 수개월 전부터 무아마르 카다피정권의 몰락 직후 국가경제재건에 외국인투자를 유치하고 민간부문을 활성화시킬 목적으로 기존의 은행관련법 개정에 주력하고 있다고 언급한 바 있다. NTC Chairman Mustafa Abdul Jalil said in Benghazi on the occasion of the commemoration of Libyan independence day in October last year that new rulers were working to amend the laws necessary to establish Islamic banks for sharia-compliant banking services. 또한 무스타파 압둘 잘릴 과도국가위원장은 작년 10월 리비아 벵가지시에서 개최된 “리비아의 해방일”의 기념행사에서 이슬람의 규율에 반하는 이자 및 그 밖의 거래 대신 샤리아규정을 토대로 한 은행거래를 위하여 이슬람은행의 설립에 필요한 법 개정작업이 진행될 것이라고 언급하였다. The central bank submitted a proposal on this to the council for approval, and successfully managed to get it passed after months of convincing. The central bank governor said that the law would soon be promulgated. 리비아중앙은행은 이에 따라 「이슬람은행거래법」을 과도국가위원회에 제출하여 지난 수개월에 걸친 설득 끝에 이 법을 통과시키는데 성공하였고, 중앙은행장은 이 법이 곧 공포될 것이라고 밝혔다. 출처 : http://aljazeera.net/portal

World Recent Legislative Affairs Trend(세계 각국의 최신 법제 동향) Ⅱ ▨ Egypt: Bill to Bar the Mubarak Regime Officials from Running in Presidential Election Passed 이집트(무바라크정권 인사들의 대선출마를 금지하는 법안 통과) The Egyptian People's Assembly agreed to amend the law on the exercise of political rights to bar former regime officials from running for president in May. 이집트 국민의회는 이전 정권 인사들이 5월에 실시될 차기 대선에 출마하지 못하도록 하는 「정치적 권리행사에 관한 법」을 개정하기로 하였다. The amendment includes an article that deprives political rights from all those who worked as president, vice president or prime minister under ex-President Hosni Mubarak during the 10-year period before he resigned. 이 개정안에는 후스니 무바라크 전 이집트 대통령의 하야 전 10년 간 대통령, 부통령 또는 총리로서 근무했던 사람들의 정치적 권리를 빼앗는 내용을 포함하고 있다. It also would apply to Omar Suleiman, the former intelligence chief of the Mubarak regime and Ahmed Shafiq, the former Prime Minister of the Mubarak regime. 이 개정규정은 무바라크 정권의 이전 정보기관수장이었던 오마르 술레이만과 이전 총리였던 아흐마드 샤피크에 대해서도 적용된다. The new amendment stipulates that all those who worked as president, presidential spokesperson, prime minister, former head or members of the People's Democratic Party, and held key positions in political institutions and security agencies for ten years before February 11, 2011 shall not exercise political rights for ten years after February 11, 2011. 새로운 개정안은 “2011년 2월 11일 이전 10년 간 대통령, 대통령의 대변인, 총리, 이전의 국민민주당의 수장 및 당원과 정치기관 및 안보기관의 요직을 맡았던 사람들은 2011년 2월 11일 이후 10년 간 정치적 권리를 행사할 수 없다”고 명시되어 있다.
