□ Ministry of Government Legislation (Minister Kim Oe-sook) visits the Ministry of Justice and Home Affairs of Mongolia and the School of Law of the National University of Mongolia for three days and two nights from September 13 to 15 and holds a discussion to strengthen legislative exchange and cooperation.
□ Minister Kim Oe-sook meets with S. Byambatsogt, Minister of Justice and Home Affairs of Mongolia, and signs a work plan as a follow-up measure to the Memorandum of Understanding (MoU) signed in 2014 in the morning of September 14.
ㅇ Mongolia that has an interest in the success of our “national legal information system”* asked us to share our experience of developing the system before this event.
* national legal information system: service to enable access to 3.7 million laws, lower laws, local statutes, and case laws in one website, over 400 thousand visitors per day

ㅇ We expect that when the work plan is signed, the foundation for development of a legal information system in Mongolia is established, we are provided with laws and regulations of the country at all times, and we can provide them to Korean companies that are trying to advance into Mongolia.
□ In addition, our Minister visits the School of Law of the National University of Mongolia, has a talk with J. Erdenebulgan, dean of the School of Law, and signs a MoU in the afternoon of September 14.
ㅇ The MoU is mainly about exchange of information and human resources for the research to modify the Mongolian tax law, which is being implemented according to the demand from the National University of Mongolia as part of our “legislation consulting project”* for developing countries this year.

ㅇ We expect that if this research results in the appropriate combination of our legal system and the reality of Mongolia, it would be a cornerstone for reforming the tax law of the country.
□ Before visiting the two organizations, Minister Kim Oe-sook said she is aware that the Mongolian government is making an effort to introduce an advanced system in order to realize reform and openness.
ㅇ Our Minister also said that she hopes this visit would give the two countries an opportunity to promote the mutual development by introducing our legal system to Mongolia and receiving legal information of the country.
□ Meanwhile, Ministry of Government Legislation has maintained the cooperative relation with various countries. For example, we have signed 22 MoUs with 14 countries* as of September of 2017.

ㅇ Our Ministry will foster more diverse and greater exchange and cooperation in the field of legislation with other countries based on our experience and accomplishment of establishing a legal system.

MOLEG Seeks Ways to Organize the Laws on Disaster/Accident Response with Asian C...
- The 5th ALES successfully completed.
- Minister Kim stressed human rights protection beyond disaster/accident response.
□ Ministry of Government Legislation (“MOLEG”) hosted the 5th Asian Legislative Experts Symposium (“ALES”) under the theme of “Legislative Study on Safety Management to Respond to Disasters” at the Millenium Hilton in Seoul, Korea on November 1, 2017.
ㅇ 170 persons from 37 countries (including Indonesia, China and Thailand), including the experts of laws related to disasters and accidents participated in the 5th Symposium to discuss about legislative development strategies that will allow the Asian countries (which have been frequently hit by disasters and accidents) to effectively respond to disasters and accidents.
□ Minister Kim emphasized that the accidents and disasters pose greater threat to the vulnerable class, such as women, children and the poor.
ㅇ She said, “I wish this 5th ALES will assure the safety of citizens in Asia and protect the human rights by inviting the participants to share, compare and analyse their legislative experiences on disaster and accident response.”
□ Ambassador of the Republic of Indonesia to Korea, Umar Hadi, said in his congratulatory message that Indonesia is also laboring over the ways to protect people from disasters and accidents, and international cooperation is essential, because disasters and accidents do not mind national borders. He also emphasized the need for international cooperation through legislation.
□ The presentations and discussions took place in 2 sessions, where the current statuses of each Asian countries in terms of disaster and accident related laws were presented and ways to better organize such laws were discussed.
ㅇ During the Session 1, the current statuses of applicable laws in Asian countries, including Korea, were reviewed, and
ㅇ during the Session 2, an in-depth discussion was made about the ways to organize the laws which will especially assure the building safety at the times of disasters and accidents.
□ Research institutions specializing in legislation, disaster/accident response and safety, public officers from related government offices, professors and experts participated in each Session and made specific discussions based on their experiences on related policies.
ㅇ They agreed that the laws must be organized to respond promptly to the frequent disasters and accidents, and
ㅇ proposed various ways to organize the law in consideration of each country's economic development status and changes in social and economic backgrounds.
□ MOLEG plans to continue to promote the ALES, by broadening the theme of future Symposiums, so that the ALES will cover common interests of Asian countries, and by encouraging more Asian countries to send their people.

Spread "Korean Wave in the Legislation Sector" by Sharing Know-How in Regulatory Reform
- MOLEG, Brief meeting with Vietnamese Delegates -
□ The Ministry of Government Legislation ("MOLEG") (Minister Je Jeong-Boo) had a meeting with 22*delegates from the congress of the Communist Party of Vietnam who visited Korea to strengthen administrative capabilities of Vietnam and to improve mutual relationship between the Socialist Republic of Vietnam and the Republic of Korea under the theme of 'Improvement of Statute related to Regulatory Reform required for Economic Recovery and Development Strategy'.

□ MOLEG introduced the example cases of improving statutes related to regulatory reform for economic recovery to the Vietnamese delegates, and shared opinion on the legislation issues faced by the two countries as well as a strategy to reform statute for future growth and development strategy.
ㅇ At the meeting, MOLEG introduced the cases that Korea revised the 'Regulations on Payment of Patent Fees', and reduced the patent registration fees of 4~6 years by 30% for small and medium size company to allow them to save the cost by 6 billion won per year.
ㅇ Mr. Vu Hai San, the deputy commander of the Defense Ministry of Vietnam and other Vietnamese delegates showed high interests in Korea's statutory reform asking a lot of questions about other cases and manpower operation and organization. The meeting provided meaningful opportunity for the Vietnamese delegates to enhance their understanding on the Korea's legislation and regulatory reform.
□ Minister Mr. Je Jeong-Boo emphasized that "Efforts to reform outdated regulations and to rationalize the regulations which obstruct the business activities are the foremost and indispensable process to lead the nation's sustainable development in line with the economic growth'.
ㅇ "I hope that Korea and Vietnam which have witnessed sudden increase in regulations in the course of making rapid economic growth maintain the mutual cooperation in the various legislative sectors including regulatory reform for mutual development", the Minister added.
□ In the meantime, MOLEG has maintained close cooperative relationship with Vietnam for the reform in the legislative area. For example, MOLEG entered into MOU for exchanges and cooperation with the Ministry of Justice of Vietnam in 2012, and visited the Vietnam's Justice Minister in April, 2015 to execute MOU for 2015~2016.
ㅇ MOLEG will further strengthen the cooperation for legislative reform in order to lay the grounds for future growth of the two countries and continue the so called 'Korean Wave in the Legislation Sector'. And as a starting point, during the '3rdAsian Legislative Expert Symposium' hosted by MOLEG in November 4 this year under the theme of the 'Legislation about Urban Development and Rural Development in Asia', the participants will discuss Vietnam's urban development and the strategies to improve urban development laws and regulations.
